Your despatch No. 78 of 30th June, 1941,
1. Certain amendments are being submitted to you by despatch including amendment to sections 13 ezd 14, designed to place Anglo-Chinese and vernamlar teachers in geant-in-aid schools on the asme incremental scale as teaches in suilar posts in Government schools. I consider this en essential amendment. It is already (corrupt group) that under section 12 university trained teachers in grant-in-aid schools are on the game incremental scale as teachers with the same qualifications in goverment schools.
2 Considerable dissatisfaction over anomalous position of teachers in grant-in-aid schoola has already resulted in a poor entry to teachern* training collages this year and 1a good teachers locking for other occupationé. Situation is already serious end will be much vorge in septembe2 unless very early announcement can be made of the intentio11 to improve rates of pay of these teachers
